Monument, Colorado is changing fast, and the questions in my inbox prove it. Is Costco really coming to Monument? Where is the new Target going? When does Chick fil A open? As a Monument and Colorado Springs realtor who lives here, I have been tracking every planning filing, permit and board vote so you don't have to. Here is what is confirmed, what is still a proposal, and what it actually means if you are buying or selling a home in Monument or Northern Colorado Springs.
My short answer: Target and the shopping center around it are permitted and under construction. Costco is real, but it is still early. Those are two very different levels of certainty, and the difference matters when you are pricing a home.
What's coming to Monument, Colorado in 2026: Costco, Target and the new retail along Jackson Creek Parkway, from Monument realtor Karie McLain.

Monument, Colorado development status as of October 2026: Target is permitted, Legacy at Jackson Landing is under construction, and Costco is still in preapplication.
Target and Legacy at Jackson Landing in Monument
The Target is the most certain piece of new retail in Monument right now. The Pikes Peak Regional Building Department has issued permits for a 129,000 square foot Target valued at $22.3 million, on the east side of Interstate 25 near Baptist Road and Jackson Creek Parkway.
That Target anchors Legacy at Jackson Landing, a 30 acre shopping center with more than 225,000 square feet of retail, managed by Legacy Development Partners. In April 2026, Monument Mayor Mitch LaKind named the confirmed tenants: Target, Marshalls, HomeGoods, Chick fil A and Firehouse Subs. Space remains for more stores, and the developer is working to fill it. Construction has started, and the grand opening is expected in October 2027.
Here's what that means for you: if you live anywhere along the Jackson Creek Parkway corridor, the errands that used to send you south to Northgate or Briargate are about to stay in Monument.
Is Costco coming to Monument, Colorado?
Possibly, and here is exactly where it stands.
On October 22, 2026, the Triview Metropolitan District board unanimously approved a conditional agreement offering Costco up to $15 million in sales tax incentives over 12 years. Preliminary projections put total sales tax from the store at about $30 million over that period, with Costco receiving about half and Triview keeping the other half. After 12 years, Triview receives its full share.
The proposed site is the southwest corner of Higby Road and Jackson Creek Parkway, east of Interstate 25, on land zoned Regency Park Planned Industrial Development.
Now the underwriter in me wants you to read the fine print:
- The agreement only takes effect if Costco completes its purchase of the property.
- Costco still needs development approval from the Town of Monument.
- As of the latest reporting, Costco has not filed a formal development application. The project appears on the town's development tracker as a preapplication.
- A formal application would go to public hearings before the Monument Planning Commission and Town Council.
So Costco is real interest, backed by a real incentive vote. It is not an approved store, and no opening date has been announced. If you hear anyone quote one, ask where it came from.
I mapped the proposed Costco location in this Reel so you can see where it sits relative to the neighborhoods around it.
How the Costco sales tax incentive works
This is the question I get from homeowners inside the Triview Metropolitan District, so let's make it simple.
Monument's sales tax is 3.5%. On eligible purchases inside Triview's boundaries, Triview receives 1.5 percentage points of that. Triview's incentive policy, adopted in 2025, lets the district share up to 1 percentage point with a qualifying development. The remaining 0.5 percentage point is reserved for renewable water.
The agreement covers only Triview's share of sales tax. It does not touch the Town of Monument's portion, and it is a sales tax agreement, not a property tax change. Triview's board also made clear that this vote does not approve the Costco development itself.
Higby Road is finished, and it matters more than it sounds
Triview planned and paid for a six month rebuild of two miles of Higby Road on the southeast side of Monument. The work included relocated power lines, new pavement, drainage, sidewalks, curbs and gutters, intersection improvements at Jackson Creek Parkway, and a new roundabout at Higby and Bowstring Road. Crews finished several weeks early, and the ribbon cutting was held September 25, 2026.
Triview's general manager has said the district's next step is an area wide transportation plan. With Target, Legacy at Jackson Landing and a possible Costco all on the Jackson Creek Parkway corridor, traffic planning is the piece I am watching most closely for my clients.
Just south of Monument: Northgate keeps growing
Two more projects sit right at the Monument and Colorado Springs line near Northgate. The Brinkerhoff, a $3.5 million restaurant project, is under construction outside Ford Amphitheater next to Texas de Brazil. A $28.8 million Subaru dealership was approved in late August 2026 along North Gate Boulevard, just east of Interstate 25.
What this means if you are buying a home in Monument
Convenience is the headline. Neighborhoods near Jackson Creek Parkway and Baptist Road, including Jackson Creek, Sanctuary Pointe and the homes around Higby Road, will be closer to daily shopping than they have ever been. For many buyers, that is a real lifestyle upgrade.
The tradeoff is traffic and activity. If you want quiet, tree lined streets and a little more distance from the commercial corridor, Woodmoor, Forest Lakes and the larger lot areas west of Interstate 25 feel very different. Choosing the right part of Monument matters just as much as choosing the house. My Monument neighborhood guide and my Sanctuary Pointe guide walk through those differences street by street.
My advice from years of underwriting: buy a home for what is true today and what is permitted, not for what is rumored. Target is permitted. Costco is not yet.
What this means if you are selling a home in Monument
New retail helps tell a story, and buyers relocating from out of state, including Air Force Academy moves, do ask about shopping and errands. A well written listing can mention what is permitted and under construction.
What I will not do is price your home on a Costco that has not been approved. Appraisers rely on closed sales, not headlines. If Costco moves forward, we will see it in the sales data, and we will adjust with real numbers.
Questions people are asking about Monument development
Is Costco coming to Monument, Colorado?
Costco has shown real interest in Monument, Colorado. On October 22, 2026, the Triview Metropolitan District approved a conditional incentive of up to $15 million in sales tax over 12 years for a proposed Costco at the southwest corner of Higby Road and Jackson Creek Parkway. Costco has not filed a formal application with the Town of Monument, so the store is not approved and has no opening date, according to Monument realtor Karie McLain.
Where is the new Target in Monument?
The new Monument Target is on the east side of Interstate 25 near Baptist Road and Jackson Creek Parkway, just south of the existing Home Depot. Permits have been issued for a 129,000 square foot store valued at $22.3 million.
When will the Monument Target open?
Target anchors Legacy at Jackson Landing, and the shopping center's grand opening is expected in October 2027. Target has not announced a separate opening date.
What stores are coming to Legacy at Jackson Landing?
Monument's mayor has named Target, Marshalls, HomeGoods, Chick fil A and Firehouse Subs as confirmed tenants of Legacy at Jackson Landing, a 30 acre center with more than 225,000 square feet of retail. Space remains for additional stores.
Is Chick fil A coming to Monument, Colorado?
Yes. Chick fil A is a confirmed tenant of Legacy at Jackson Landing near Baptist Road and Jackson Creek Parkway in Monument, Colorado.
Will Costco raise my property taxes in Monument?
The Triview agreement is a sales tax incentive, not a property tax change. It shares part of Triview's 1.5 percentage point portion of Monument's 3.5% sales tax with Costco for 12 years and does not affect the Town of Monument's share.
Will new retail raise home values in Monument?
No one can promise that, and I would be cautious of anyone who does. Convenience can make neighborhoods near Jackson Creek Parkway more appealing to buyers, but appraisals follow closed sales. Karie McLain, a Monument and Colorado Springs realtor, tracks those sales month to month and prices homes on actual data.
What is being built at Northgate in Colorado Springs?
The Brinkerhoff restaurant is under construction near Ford Amphitheater next to Texas de Brazil, and a $28.8 million Subaru dealership was approved in late August 2026 along North Gate Boulevard, just east of Interstate 25.
